Introduction
Before we start digging into the evidence, I want to show you how this project is organized.
Institutional capture is a big topic. It touches the executive branch, Congress, the courts, and the ways these institutions interact with one another. Rather than trying to explain everything in one massive document, I’ve broken this investigation into four volumes, each focused on a different part of the system.
Think of Exhibit 1 as your roadmap. It explains how the series is structured, how the different volumes fit together, and how the exhibits and evidence files support the larger investigation.
How This Series Works
This exhibit explains how the Institutional Capture series is organized.
Rather than presenting isolated articles, this project follows a single analytical framework. Every article, exhibit, and source has a specific place within that framework.
The structure of the project remains the same. As new evidence becomes available, it is added to the appropriate section without changing the overall organization. This allows the project to grow over time while remaining consistent and easy to navigate.
System Purpose
This project examines how policy ideas move through government.
Rather than looking at a single law or institution in isolation, it examines how policies are:
- Developed
- Transmitted
- Interpreted
- Implemented
- Reinforced
across the executive, legislative, and judicial branches of government.
The goal is to understand how institutions work together as an interconnected system rather than as isolated parts.
The Guiding Principles
The entire project follows three simple rules.
Structure is Fixed
The organization of the project does not change.
Every article, chapter, exhibit, and piece of evidence fits into a predetermined framework.
Evidence is Variable
New evidence is added as it becomes available.
The framework remains the same.
This allows the archive to grow over time without constantly changing its organization.
Interpretation is Layer-Controlled
Evidence is presented before conclusions are drawn.
Interpretation occurs only in designated analytical sections rather than being mixed throughout the evidence.
This allows readers to examine the underlying documentation before evaluating the analysis.
Four-Volume Institutional Analysis System
Institutional capture rarely happens through a single institution acting alone.
Each volume examines a different part of government. Together, they show how policy ideas move through executive, legislative, and judicial institutions before being examined as one interconnected system.
Volume I
Executive Branch Implementation System
Purpose
Volume I examines how policies become government action.
This volume asks one central question:
How are policies actually carried out once they have been adopted?
Function
Policy enters the executive branch and becomes operational through agency interpretation, administrative leadership, and enforcement.
Volume II
Legislative Network & Alignment System
Purpose
Volume II examines how policy priorities move through Congress and affiliated legislative networks.
Rather than looking only at legislation itself, it also examines the organizations, advocacy groups, institutional actors, and networks that help shape legislative priorities.
Every Chapter Follows the Same Five-Step Structure
1. Institutional Mapping
Defines the policy area, institution, or legislative environment being examined.
2. Network Analysis
Identifies relationships between:
- Individuals
- Organizations
- Committees
- Advocacy Networks
- Institutional Actors
3. Legislative Alignment
Documents where similar policy objectives appear across:
- Advocacy Organizations
- Policy Development Groups
- Legislative Activity
- Congressional Action
This section is strictly evidentiary.
No interpretation occurs here.
4. Pattern Assessment
After the evidence has been documented, this section evaluates whether observed patterns are:

Synthesizes the documented evidence to answer the research question.

Identifies organizations, institutions, and individuals that appear across multiple branches.
3. Policy Objective Recurrence

Synthesizes the evidence to explain how institutional systems interact to produce broader governance patterns.

Unlike the previous volumes, Volume IV introduces no new primary evidence.
Instead, it synthesizes findings from:
