Vol I: Part II; Sect II The Presidential Personnel Pipeline

One of the most significant components of Project 2025 was the Presidential Personnel Database.

According to the Heritage Foundation, the database was created to identify, recruit, and vet individuals interested in serving in a future conservative administration. Rather than waiting until after an election to begin searching for personnel, Project 2025 began building that pool in advance.

For the purposes of institutional capture, this matters because institutions are ultimately run by people. Policies cannot be implemented without personnel to carry them out.

Project 2025 was not simply preparing policies. It was also preparing personnel.

The existence of a personnel database does not prove institutional capture. Neither does the existence of a training academy.

If that were where the story ended, there wouldn’t be much to discuss.

The more important question is whether individuals connected to these networks later entered positions of governmental authority.

After all, a personnel pipeline only matters if personnel actually move through it.

If Project 2025’s Personnel Database and Presidential Administration Academy were simply theoretical exercises, then their impact would be limited.

If, however, individuals connected to these networks appeared later throughout the executive branch, advisory councils, commissions, and other positions of power, then the conversation becomes very different.

The question is no longer whether the infrastructure existed.

The question becomes: where did it lead?
